The data contained in the following file is 24 hertz data from the UND
Citation II Weather Research Aircraft.  Each record has 24 values of
sixteen variables.  The record size is 1536 bytes.
Each value in the record is stored in 32 bit integer format.
All data items, excluding the date, have been converted to integer
using the formula:

      Integer = 1000.0*(100.0 + FloatingPoint)

To convert back to floating point use the formula:

      FloatingPoint = Integer/1000.0 - 100.0

The format for the date is decimal integer of the form: yymmdd.

      date = 10000*year + 100*month + day
